This study was aimed to examine the use of social communication process in order to encourage an effective development of HIV/AIDS prevention public policy. A qualitative approach with an action research method was used in the form of interview and observation. Results collected from six informants in Pangandaran, West Java showed three forms of social communication that were regularly used to manage HIV/AIDS care between government and local HIV/AIDS agencies. These communications will hopefully help the local government in determining laws and regulation for HIV/AIDS health services especially in the prevention efforts according to the study. The authors suggested that an optimum coordination between local governments and HIV/AIDS related agencies needs to be maintain, along with evaluations on each HIV/AIDS program. This study will surely give meaningful information on how a good collaboration between several parties are necessary to achieve an effective HIV/AIDS services.
